Jabr and Al-omari in their submission in [8], proposed a web services oriented framework for an e-leaning management system with a client scripting support for cross browser which integrate several databases. This framework speed up access to required data facilities and also enable students to manage control of their on learning facilities and experience. As previous e-learning system has base their development on HTML, a more dynamic means of transforming web content can also improve user experienced using XML, an extensible markup language accepted for standard web pages development and better online experience. This proposed framework increase the efficiency and strength of collaborative learning with regards to re-usability, accessibility and modularization.
The access to e-leaning systems does not necessarily mean to be restricted to bigger towns and accessible at a particular given period. Due to internet access and limitation in many regions, students who lives in remote rural regions find it difficult to access e-learning system, in worst cases may access but because of internet limitation and speed it derail the anxiety of Most students in gulf countries not having much interest in learning the new and more beneficial courses like programming, web development, designing and this discourage the use and purpose of e-learning platforms system. In [9], Siddiqui and associates researched and proposed that there is a significant use and access to internet by people, however, the courage to learn new things was not due to lack of proper basic education.
In many Asian and gulf countries like Indian, Saudi Arabia and Egypt whose geographical area is extremely wide and more populated, it has been a priority for these countries to ensure and provide basic improved education for everyone to propel. Siddiqui and Masud in [9] presented interactive system for e-learning. This system includes a dedicated educational satellite which is responsible to distribute the e-learning contents to the universities connected to it hence improve the performance this is achieved by using satellite that works on spot beam technology supported with VSAT terminals. Using this method does help relays contents from key centers and transmitted to satellite, this in-turn distribute all content to university website which can be accessible by students using Web and Mobile Application. Satellite connection may prove to be fast for daily use but in many cases it latency affect data transmission. Internet cable like coaxial cable can offer speed of data for up to 2000 mbps which is very much higher than satellite transmission and more reasonable to maintain and afford [9].
